Regolamentazione generale delle varie zone
(Decreto Ministeriale n° 60 del 7 Febbraio 2012 e Regolamento di Esecuzione ed Organizzazione)
VELOCITÀ
Nelle zone B e C è consentita la navigazione, esclusivamente in assetto dislocante, a velocità non superiore a 5 nodi entro la distanza di 300 metri dalla costa, e a velocità non superiore a 10 nodi entro la fascia di mare compresa tra i 300 metri e i 600 metri di distanza dalla costa.
ANCORAGGIO E ORMEGGIO
- Nelle zone indicate come “A” (riserva integrale) è vietata la navigazione, l’ancoraggio e l’ormeggio.
- Nelle zone indicate come “B” (riserva generale), “C” (riserva parziale) e “D” (riserva sperimentale) è consentito l’ancoraggio nelle apposite strutture predisposte dall’Ente Gestore oppure negli specchi acquei caratterizzati da fondali sabbiosi, liberi da Posidonia oceanica, non interdette per fini balneari con determinazione della RAS n. 817 del 10-05-2013.
PESCA SPORTIVA
- In tutta l’A.M.P. è vietata la pesca subacquea libera.
- Nella zona “A” (riserva integrale) è vietata la pesca professionale e sportiva con qualunque mezzo esercitata.
- Nella zona “B” (riserva generale) la pesca sportiva può essere praticata solo se autorizzata dal soggetto gestore (Comune di Villasimius) ed è riservata ai residenti nel Comune di Villasimius.
- Nelle zone “C” (riserva parziale) e “D” (riserva sperimentale) la pesca sportiva può essere praticata solo se autorizzata dal soggetto gestore (Comune di Villasimius) ed è regolamentata sulla base delle esigenze di tutela dell’A.M.P., ai soggetti equiparati ai residenti nel Comune di Villasimius (vedi i requisiti per richiedere l’autorizzazione alla sezione modulistica).
- Nella pesca sportiva è vietato l’uso dei seguenti attrezzi: palamiti, nasse, bilancia, rezzaglio, e l’uso della fiocina con l’ausilio di fonti luminose.
- Non è consentita la pesca del riccio di mare (Paracentrotus lividus).
Zona A: Riserva Integrale – segnalata da boe gialle
È consentito
- Accesso al personale dell’Ente Gestore.
- Visite guidate subacquee.
- Attività di soccorso e sorveglianza.
Sono vietate
- La balneazione.
- La pesca professionale, sportiva e subacquea.
- Il transito di natanti, imbarcazioni e navi da diporto.
Zona B: Riserva Generale
Sono consentite le attività della zona A.
Inoltre è consentito
- Visite guidate.
- Immersioni subacquee libere senza autorespiratore previa autorizzazione del soggetto gestore.
- La pesca professionale.
- La pesca sportiva ai soli residenti o equiparati ad essi.
- Attività di whale-watching (osservazione cetacei).
Sono vietate
- La pesca subacquea.
- Le immersioni subacquee libere con autorespiratore.
- L’utilizzo di moto d’acqua o acquascooter e mezzi similari, la pratica dello sci nautico e sport acquatici similari.
Zona C: Riserva Parziale
Sono consentite le attività della zona B.
Inoltre è consentito
- Accesso alle navi da diporto.
- Pesca professionale.
- Immersioni subacquee libere con e/o senza autorespiratore previa autorizzazione del soggetto gestore.
- Pesca sportiva ai residenti o equiparati e ai non residenti.
- Attività di whale-watching (osservazione cetacei).
Sono vietate
- Pesca subacquea.
- Utilizzo di moto d’acqua o acquascooter e mezzi similari, la pratica dello sci nautico e sport acquatici similari.
Zona D: Riserva Sperimentale
Sono consentite le attività della zona C.
Inoltre è consentito
- Navigazione a natanti ed imbarcazioni non oltre i 20 nodi.
Sono vietate
- La pesca subacquea.
- L’utilizzo di moto d’acqua o acquascooter e mezzi similari, la pratica dello sci nautico e sport acquatici similari.
The Marine Protected Area “Capo Carbonara” was established by the Ministry of the Environment and the Protection of the Territory and the Sea through the Ministerial Decree of 15 September 1998, later amended in 1999 and fully replaced by the Ministerial Decree of 7 February 2012 (Official Gazette No. 113 of 16 May 2012).
The management of the Marine Protected Area is entrusted exclusively to the Municipality of Villasimius.

The perimeter of the Marine Protected Area “Capo Carbonara” almost entirely overlaps with the
Site of Community Interest (SCI) established pursuant to the Habitats Directive 92/43/EEC. -
Within the Marine Protected Area there are several
Special Protection Zones (SPZ) established pursuant to the Birds Directive 79/409/EEC. -
The Marine Protected Area “Capo Carbonara” is recognised as an
ASPIM (Specially Protected Area of Mediterranean Importance) under the Convention for the Protection of the Mediterranean Sea from Pollution, better known as the Barcelona Convention.
General regulation of the protected zones
The regulation of the Marine Protected Area is governed by Ministerial Decree No. 60 of 7 February 2012 and by the Regulation of Implementation and Organisation.
Below is a general overview of the main rules, which may be subject to updates by the Managing Authority.
Navigation speed
-
In zones B and C, navigation is permitted only in displacement mode:
maximum 5 knots within 300 metres from the coast and maximum 10 knots between 300 and 600 metres from the coastline.
Anchoring and mooring
-
In zone A (Integral Reserve), navigation, anchoring and mooring are prohibited.

In zones B, C and D, anchoring is permitted only in structures provided by the Managing Authority or in areas with sandy seabeds free of Posidonia oceanica, and not restricted for bathing purposes, in accordance with Regional Resolution No. 817 of 10 May 2013.
Sport fishing
-
Free underwater fishing is prohibited throughout the entire Marine Protected Area.
-
In zone A (Integral Reserve), all professional and sport fishing activities are prohibited.
-
In zone B, sport fishing is permitted only with authorisation from the Managing Authority (Municipality of Villasimius) and only for residents or equivalent subjects.

In zones C and D, sport fishing is permitted only with authorisation and regulated according to the protection needs of the Marine Protected Area.

The use of certain fishing gear is prohibited, including longlines, pots, nets and the use of spearguns with artificial light sources.
-
Sea urchin fishing (Paracentrotus lividus) is strictly prohibited.
Protection zones (A / B / C / D)
-
Zone A – Integral Reserve (marked by yellow buoys): access allowed only to managing staff; guided underwater visits, rescue and surveillance activities are permitted. Bathing, fishing and transit of boats are prohibited.

Zone B – General Reserve: activities allowed in Zone A apply. Guided tours and free diving without scuba gear are permitted with authorisation; sport fishing is allowed only for residents or equivalent subjects. Water scooters, jet skis and similar activities are prohibited.

Zone C – Partial Reserve: access to pleasure boats is permitted; diving activities with or without scuba gear are allowed with authorisation; sport fishing is permitted for residents and non-residents according to regulations.

Zone D – Experimental Reserve: navigation is permitted up to a maximum speed of 20 knots. Underwater fishing and the use of water scooters or similar equipment remain prohibited.
L’Aire Marine Protégée « Capo Carbonara » a été instituée par le Ministère de l’Environnement et de la Protection du Territoire et de la Mer par le Décret ministériel du 15 septembre 1998, modifié par la suite en 1999 et entièrement remplacé par le Décret ministériel du 7 février 2012 (Journal officiel n° 113 du 16 mai 2012).
La gestion de l’Aire Marine Protégée est confiée exclusivement à la Municipalité de Villasimius.

Le périmètre de l’Aire Marine Protégée « Capo Carbonara » coïncide presque entièrement avec le
Site d’Intérêt Communautaire (SIC) établi conformément à la Directive Habitats 92/43/CEE. -
À l’intérieur de l’Aire Marine Protégée se trouvent plusieurs
Zones de Protection Spéciale (ZPS), instituées conformément à la Directive Oiseaux 79/409/CEE. -
L’Aire Marine Protégée « Capo Carbonara » est reconnue comme
ASPIM (Aire Spécialement Protégée d’Importance Méditerranéenne) dans le cadre de la
Convention pour la protection de la mer Méditerranée contre la pollution, dite
Convention de Barcelone.
Réglementation générale des zones protégées
La réglementation de l’Aire Marine Protégée est définie par le
Décret ministériel n° 60 du 7 février 2012 et par le Règlement d’exécution et d’organisation.
Les informations ci-dessous constituent une synthèse générale et peuvent faire l’objet de mises à jour par l’Autorité de gestion.
Vitesse de navigation
-
Dans les zones B et C, la navigation est autorisée uniquement en régime de déplacement :
5 nœuds maximum dans les 300 mètres de la côte et
10 nœuds maximum entre 300 et 600 mètres du littoral.
Ancrage et amarrage
-
Dans la zone A (réserve intégrale), la navigation, l’ancrage et l’amarrage sont strictement interdits.
-
Dans les zones B, C et D, l’ancrage est autorisé uniquement dans les structures prévues par l’Autorité de gestion ou sur des fonds sableux exempts de Posidonia oceanica, non interdits à la baignade, conformément à la Détermination régionale n° 817 du 10 mai 2013.
Pêche sportive
-
La pêche sous-marine libre est interdite sur l’ensemble de l’Aire Marine Protégée.
-
Dans la zone A (réserve intégrale), toute activité de pêche professionnelle et sportive est interdite.
-
Dans la zone B, la pêche sportive est autorisée uniquement avec l’autorisation de l’Autorité de gestion (Municipalité de Villasimius) et réservée aux résidents ou assimilés.
-
Dans les zones C et D, la pêche sportive est autorisée uniquement sur autorisation et réglementée selon les exigences de protection de l’Aire Marine Protégée.
-
L’utilisation de certains engins est interdite, notamment les palangres, nasses, filets et l’usage de fusils sous-marins avec sources lumineuses.
-
La pêche de l’oursin (Paracentrotus lividus) est strictement interdite.
Zones de protection (A / B / C / D)
-
Zone A – Réserve intégrale (signalée par des bouées jaunes) :
accès réservé au personnel de l’Autorité de gestion, visites subaquatiques guidées, activités de secours et de surveillance.
La baignade, la pêche et le transit des embarcations sont interdits. -
Zone B – Réserve générale :
les activités autorisées en zone A s’appliquent.
Visites guidées et plongée libre sans scaphandre autorisées sur autorisation ;
pêche sportive réservée aux résidents ou assimilés.
Les scooters nautiques, jet-skis et sports nautiques similaires sont interdits. -
Zone C – Réserve partielle :
accès autorisé aux embarcations de plaisance ;
plongée avec ou sans scaphandre sur autorisation ;
pêche sportive autorisée pour résidents, assimilés et non-résidents selon réglementation. -
Zone D – Réserve expérimentale :
navigation autorisée jusqu’à une vitesse maximale de 20 nœuds.
La pêche sous-marine et l’utilisation de scooters nautiques ou d’équipements similaires restent interdites.
El Área Marina Protegida “Capo Carbonara” fue establecida por el Ministerio de Medio Ambiente y Protección del Territorio y del Mar mediante el Decreto Ministerial del 15 de septiembre de 1998, posteriormente modificado en 1999 y sustituido íntegramente por el Decreto Ministerial del 7 de febrero de 2012 (Gaceta Oficial n.º 113 del 16 de mayo de 2012).
La gestión del Área Marina Protegida está confiada exclusivamente al Municipio de Villasimius.

El perímetro del Área Marina Protegida “Capo Carbonara” coincide casi en su totalidad con el
Sitio de Interés Comunitario (SIC), establecido conforme a la Directiva Hábitats 92/43/CEE. -
Dentro del Área Marina Protegida se encuentran varias
Zonas de Protección Especial (ZPS), establecidas conforme a la Directiva Aves 79/409/CEE. -
El Área Marina Protegida “Capo Carbonara” está reconocida como
ASPIM (Área Especialmente Protegida de Importancia Mediterránea) en el marco del
Convenio para la Protección del Mar Mediterráneo contra la Contaminación, conocido como
Convenio de Barcelona.
Reglamentación general de las zonas protegidas
La normativa del Área Marina Protegida está definida por el
Decreto Ministerial n.º 60 del 7 de febrero de 2012 y por el Reglamento de Ejecución y Organización.
La información que sigue constituye una síntesis general y puede estar sujeta a actualizaciones por parte de la Autoridad Gestora.
Velocidad de navegación
-
En las zonas B y C, la navegación está permitida únicamente en régimen de desplazamiento:
máximo 5 nudos dentro de los 300 metros desde la costa y
máximo 10 nudos entre los 300 y los 600 metros del litoral.
Anclaje y amarre

En la zona A (Reserva Integral), la navegación, el anclaje y el amarre están prohibidos.

En las zonas B, C y D, el anclaje está permitido únicamente en las estructuras dispuestas por la Autoridad Gestora o en áreas con fondos arenosos libres de Posidonia oceanica, no prohibidas para el baño, de conformidad con la Resolución Regional n.º 8
Das Meeresschutzgebiet „Capo Carbonara“ wurde durch Ministerialerlass des Ministeriums für Umwelt, Landschafts- und Meeresschutz am 15. September 1998 eingerichtet, später im Jahr 1999 geändert und schließlich vollständig durch den Ministerialerlass vom 7. Februar 2012 ersetzt (Amtsblatt Nr. 113 vom 16. Mai 2012).
Die Verwaltung des Meeresschutzgebiets obliegt ausschließlich der Gemeinde Villasimius.

Der Geltungsbereich des Meeresschutzgebiets „Capo Carbonara“ deckt sich nahezu vollständig mit dem
Gebiet von gemeinschaftlicher Bedeutung (GGB) gemäß der Habitat-Richtlinie 92/43/EWG. -
Innerhalb des Meeresschutzgebiets befinden sich mehrere
Besondere Schutzgebiete (BSG), die gemäß der Vogelschutzrichtlinie 79/409/EWG ausgewiesen wurden. -
Das Meeresschutzgebiet „Capo Carbonara“ ist als
ASPIM (Besonders geschütztes Gebiet von mediterraner Bedeutung) im Rahmen des
Übereinkommens zum Schutz des Mittelmeers vor Verschmutzung, bekannt als
Barcelona-Konvention, anerkannt.
Allgemeine Regelungen der Schutzzonen
Die Regelungen des Meeresschutzgebiets sind im
Ministerialerlass Nr. 60 vom 7. Februar 2012 sowie in der Ausführungs- und Organisationsordnung festgelegt.
Die nachfolgenden Informationen stellen eine allgemeine Übersicht dar und können durch die Verwaltungsbehörde aktualisiert werden.
Geschwindigkeit der Navigation
-
In den Zonen B und C ist die Navigation ausschließlich im Verdrängermodus erlaubt:
maximal 5 Knoten innerhalb von 300 Metern zur Küste und
maximal 10 Knoten im Bereich zwischen 300 und 600 Metern Entfernung von der Küste.
Ankern und Festmachen
-
In der Zone A (Integrales Schutzgebiet) sind Navigation, Ankern und Festmachen untersagt.
-
In den Zonen B, C und D ist das Ankern ausschließlich an den von der Verwaltungsbehörde eingerichteten Ankerplätzen oder in sandigen Bereichen ohne Posidonia oceanica zulässig, sofern diese nicht gemäß der Regionalverfügung Nr. 817 vom 10. Mai 2013 für Badezwecke gesperrt sind.
Sportfischerei
-
Das freie Speerfischen ist im gesamten Meeresschutzgebiet verboten.
-
In der Zone A (Integrales Schutzgebiet) ist jede Form der professionellen und sportlichen Fischerei untersagt.
-
In der Zone B ist die Sportfischerei nur mit Genehmigung der Verwaltungsbehörde (Gemeinde Villasimius) und ausschließlich für Einwohner oder gleichgestellte Personen erlaubt.
-
In den Zonen C und D ist die Sportfischerei nur mit Genehmigung zulässig und unterliegt besonderen Schutzauflagen.
-
In der Sportfischerei sind bestimmte Fanggeräte verboten, darunter Langleinen, Reusen, Senk- und Wurfnetze sowie die Verwendung von Harpunen mit künstlichen Lichtquellen.
-
Der Fang von Seeigeln (Paracentrotus lividus) ist strengstens verboten.
Schutzzonen (A / B / C / D)
-
Zone A – Integrales Schutzgebiet (gekennzeichnet durch gelbe Bojen):
Zugang ausschließlich für das Personal der Verwaltungsbehörde; geführte Unterwasserbesichtigungen sowie Rettungs- und Überwachungstätigkeiten sind erlaubt.
Baden, Fischerei und Durchfahrt von Wasserfahrzeugen sind verboten. -
Zone B – Allgemeines Schutzgebiet:
Die in Zone A erlaubten Tätigkeiten gelten ebenfalls.
Geführte Besichtigungen und Freitauchen ohne Atemgerät sind nach Genehmigung zulässig;
Sportfischerei nur für Einwohner oder Gleichgestellte.
Jet-Skis, Wasserscooter und ähnliche Wassersportarten sind untersagt. -
Zone C – Teilweise Schutzgebiet:
Zugang für Sportboote erlaubt;
Freitauchen mit oder ohne Atemgerät nach Genehmigung;
Sportfischerei für Einwohner, Gleichgestellte und Nichtansässige gemäß geltender Vorschriften. -
Zone D – Experimentelles Schutzgebiet:
Navigation ist bis zu einer Höchstgeschwindigkeit von 20 Knoten erlaubt.
Speerfischen sowie die Nutzung von Jet-Skis und ähnlichen Geräten bleiben verboten.
Охраняемая морская зона «Капо Карбонара» была учреждена Министерством окружающей среды, охраны территорий и морей Италии
Министерским указом от 15 сентября 1998 года, впоследствии изменена в 1999 году и полностью заменена
Министерским указом от 7 февраля 2012 года (Официальный вестник № 113 от 16 мая 2012 года).
Управление охраняемой морской зоной осуществляется исключительно
Муниципалитетом Виллазимиуса.

Границы охраняемой морской зоны «Капо Карбонара» практически полностью совпадают с территорией
Объекта общеевропейского значения (SIC), учреждённого в соответствии с Директивой
о среде обитания 92/43/EEC. -
На территории охраняемой зоны расположено несколько
Особо охраняемых зон (ZPS), созданных в соответствии с Директивой о птицах 79/409/EEC. -
Охраняемая морская зона «Капо Карбонара» признана
ASPIM-зоной (Особо охраняемая зона Средиземноморского значения) в рамках
Конвенции о защите Средиземного моря от загрязнения, более известной как
Барселонская конвенция.
Общие правила для различных зон
Регулирование охраняемой морской зоны определяется
Министерским указом № 60 от 7 февраля 2012 года и Регламентом о выполнении и организации.
Приведённая ниже информация носит общий характер и может обновляться управляющим органом.
Скоростной режим
-
В зонах B и C судоходство разрешено только в водоизмещающем режиме:
не более 5 узлов на расстоянии до 300 метров от берега и
не более 10 узлов в полосе моря от 300 до 600 метров от береговой линии.
Якорная стоянка и швартовка
-
В зоне A (Полный заповедник) судоходство, постановка на якорь и швартовка запрещены.
-
В зонах B, C и D постановка на якорь разрешена
исключительно в специально оборудованных местах, предусмотренных управляющим органом,
либо в акваториях с песчаным дном, свободным от Posidonia oceanica,
не запрещённых для купания согласно решению RAS № 817 от 10 мая 2013 года.
Любительская рыбалка
-
На всей территории охраняемой морской зоны запрещена свободная подводная охота.
-
В зоне A (Полный заповедник) запрещены любые виды профессиональной и любительской рыбалки.
-
В зоне B спортивная рыбалка разрешена только при наличии разрешения
управляющего органа (Муниципалитет Виллазимиуса) и исключительно для жителей или приравненных лиц. -
В зонах C и D спортивная рыбалка допускается только по разрешению
и регулируется в соответствии с требованиями по охране территории. -
В спортивной рыбалке запрещено использование следующих орудий:
длинных ярусов, ловушек, подъёмных и забрасываемых сетей, а также гарпунов с источниками света. -
Вылов морских ежей (Paracentrotus lividus) строго запрещён.
Зоны охраны (A / B / C / D)
-
Зона A – Полный заповедник (обозначена жёлтыми буями):
доступ разрешён только персоналу управляющего органа;
допускаются подводные экскурсии с гидом, спасательные и контрольные мероприятия.
Купание, рыбалка и транзит судов запрещены. -
Зона B – Общий заповедник:
разрешены действия, допускаемые в зоне A.
Дополнительно возможны экскурсии, фридайвинг без дыхательного аппарата по разрешению,
профессиональная рыбалка и спортивная рыбалка для жителей или приравненных лиц.
Использование гидроциклов, водных скутеров и аналогичных средств запрещено. -
Зона C – Частичный заповедник:
разрешён доступ прогулочных судов;
погружения с или без дыхательного аппарата по разрешению;
спортивная рыбалка для жителей, приравненных лиц и нерезидентов в соответствии с правилами. -
Зона D – Экспериментальный заповедник:
навигация разрешена со скоростью до 20 узлов.
Подводная охота и использование гидроциклов и аналогичных средств остаются запрещёнными.
L’Area Marina Protetta “Capo Carbonara” è stata istituita dal Ministero dell’Ambiente e della Tutela del Territorio e del Mare con Decreto Ministeriale del 15 settembre 1998, successivamente modificato nel 1999 e sostituito integralmente dal Decreto Ministeriale del 7 febbraio 2012 (Gazzetta Ufficiale n. 113 del 16 maggio 2012).
La gestione dell’Area Marina Protetta è affidata al Comune di Villasimius, che ne cura la tutela, la regolamentazione e la valorizzazione ambientale.

Il perimetro dell’Area Marina Protetta “Capo Carbonara” ricade quasi interamente all’interno del Sito di Interesse Comunitario (SIC), istituito ai sensi della Direttiva Habitat 92/43/CEE.

L’Area Marina Protetta “Capo Carbonara” è riconosciuta come ASPIM (Area Specialmente Protetta di Importanza Mediterranea) ai sensi della Convenzione per la protezione del Mar Mediterraneo dall’inquinamento, nota come Convenzione di Barcellona.
